Accessibility for People with Disabilities
Regulations on the Provision of Healthcare Services for People with Disabilities
As is known, constitutional assurance has been granted to ensure that privileges involving positive discrimination in favor of disabled individuals are not considered contrary to the principle of equality. This was established through the provisions of Law No. 5982, “Law on Amending Some Articles of the Constitution of the Republic of Turkey,” which was accepted by public referendum on September 12, 2010. The amendments added the following clauses to Article 10 of our Constitution:
“Women and men have equal rights. The state is obligated to ensure this equality is realized in practice. Measures taken for this purpose cannot be interpreted as contrary to the principle of equality.”
“Measures taken for children, the elderly, persons with disabilities, widows and orphans of war and duty martyrs, and disabled and veteran soldiers shall not be considered contrary to the principle of equality.”
Accordingly, to fully and continuously meet the healthcare demands and expectations of individuals with disabilities and special needs; to address these needs in suitable environments in a swift, efficient, and non-prejudicial manner; and to enhance the quality of healthcare, the following measures are implemented at our institution:
Healthcare services for disabled individuals are provided in accordance with the provisions of the Ministry of Health’s Circular No. 2010/73 regarding “Priority Order in Outpatient Services.”
All arrangements are made in compliance with Turkish Standards Institution (TSE) standards.
In common areas and elevators, written, audible, and visual guidance systems perceptible to all disability groups are provided. Common areas such as elevators, restrooms, sinks, and registration desks have been arranged to cater to every disability group. Necessary areas have been equipped with grab bars to facilitate wheelchair transfers and allow for maneuverability.
Signs indicating the priority rights granted to individuals with disabilities and their relatives are posted in easily visible locations.
Priority is given to interior and exterior architectural arrangements that allow for the easy movement of mobility aids used by disabled individuals.
Companion personnel (host/hostess service) are provided to assist elderly and disabled patients and facilitate their access to services.
Staff fluent in sign language have been employed to ensure communication with hearing-impaired patients.
During registration and admission, citizens with disabilities are provided with seating if necessary, and their procedures are handled in a manner appropriate to their condition.
When patients with disabilities or those without family require transfer to another healthcare facility, their transport is arranged to the best of our ability.
One parking space has been reserved for patients with disabilities in our parking lot, and this space is marked in accordance with standards.
Physicians are assigned as part of our home care services.
Our relevant personnel have been enrolled in in-service training programs regarding healthcare services for disabled individuals, and the continuity of their training is ensured.
Within the framework of the points specified for individuals with disabilities, the necessary sensitivity is shown to prevent any hardship.
